International hiring guide

Best EOR for small businesses: choose for the hire you actually need

For a small team, the useful shortlist starts with a country, a role and a workable first payroll—not a global popularity ranking.

The shortlist in one minute

Our assessment: begin with Deel when you expect several employment arrangements across countries. Add Rippling when international hiring is part of a wider HR-system replacement. Include Remote when you want a focused employment proposal with clearly separated annual and monthly EOR pricing. None is automatically the best choice for every small business: a provider that cannot support the exact role, start date or funding arrangement should leave the shortlist before price negotiation begins.

This guide uses official public information checked on 31 October 2026. It is a procurement guide, not a determination of employment status or country-specific legal obligations. There are no hands-on product tests or customer performance claims behind the recommendations.

First establish whether you need an EOR

An employer of record provides an employment arrangement for a worker in a supported country when you are not using your own local employing entity. Your business still needs to define the job and manage the work. Own-entity payroll serves a different situation: your organization already employs the person and needs payroll administration. Contractor management is different again. A lower contractor-platform fee is not evidence that an employee role should become a contractor engagement. Remote's EOR description · Rippling global payroll.

Write one line for each planned hire: location, role, employing entity if any, intended relationship, proposed salary currency and target start date. Resolve uncertainties with the prospective provider and appropriate advisers. Our global payroll versus EOR guide explains the service distinction before you request proposals.

Three candidates, three different starting reasons

A requirements-based shortlist, not a universal ranking
CandidateWhy investigate it?Published EOR service priceQuestion that can change the choice
DeelEmployment, contractor administration and own-entity payroll within a wider workforce offeringFrom $599 per employee/monthWhat deposit and country-specific employment costs apply?
RipplingEmployment connected to a broader HR data and workflow projectCurrent configuration requires a quoteWhat is the total for the required platform, EOR product and any base fees?
RemoteA focused comparison of employment administration and commitment options$599 per employee/month under annual contract; standard monthly fee $699How do reserves, commitment and exit costs affect this specific hire?

USD prices checked 31 October 2026; confirm on the vendor's site. Sources: Deel pricing, Rippling pricing, Remote annual pricing and Remote standard monthly fee. Deel's starting rate does not establish a universal annual discount. Remote's annual commitment should not be confused with a freely cancellable monthly contract.

Rippling's own October 2025 comparison published a $499-per-employee monthly EOR starting reference. That dated figure is useful context, but not a substitute for a current complete proposal. The present pricing page describes a platform with separately selected products. Historical vendor reference · current purchasing model.

Step 1: filter by the actual country and role

Ask each candidate to confirm the exact work location, role description, intended start, compensation structure and any work-authorization requirement. Request the employing entity's name and the operational team responsible for that country. A country appearing in marketing materials does not establish approval for an individual hire.

Keep service coverage separate. Deel's EOR page describes employment in 130+ countries; Remote describes 90+ EOR hiring countries. Rippling's 185+ contractor-country claim describes another service. Those counts measure different scopes, and none replaces a written response for the employee you want to hire. Deel EOR coverage · Remote EOR coverage · Rippling contractor coverage.

Step 2: compare operating cost and cash required separately

Build separate expense and funding estimates
Budget componentWhat to requestWhy it matters to a small team
Provider servicePer-worker fee, minimums, base charges and commitmentA module headline may omit fixed charges
Employment expenseSalary, employer contributions, benefits and country-specific obligationsThe service fee is not the cost of employing someone
Initial fundingDeposit/reserve, payroll pre-funding, currency and payment deadlinesCash may be needed before the first employee payment
ExceptionsOff-cycle changes, expenses, transfers and foreign-exchange chargesOrdinary operational changes can alter the invoice
Exit or transferNotice handling, final payroll, benefit closure and transition feesStopping the software relationship does not complete employment administration

Deel documents a usual EOR deposit of 1–1.5 times monthly charges, with circumstances that can increase it. That is not merely 1–1.5 times the headline platform fee. Remote says it does not routinely charge a deposit but can require a refundable reserve. Ask for the actual calculation and release conditions; do not enter zero simply because the quote's first page is silent. Deel deposit calculation · Remote reserve qualification.

A useful two-hire calculation

For two employees, Deel's published starting service rate produces $1,198/month before country adjustments and all employment costs. Remote's stated annual-contract rate produces the same $1,198 monthly equivalent; its standard monthly fee produces $1,398/month. Those are calculated service-fee examples, not total employment quotes. The $200 difference says nothing about salary funding, a required reserve or the value of a different commitment. Use the exact proposed term and complete country budgets before drawing a cost conclusion.

Step 3: test the monthly operating routine

A small business may have one person handling both hiring and finance. Ask that person to lead the demonstration: submit a salary change, add an expense, approve payroll and reconcile the invoice. Then introduce a late change and a rejected expense. Find out who receives the question, which cutoff applies and how an urgent correction is handled.

Deel describes managed and self-service payroll arrangements; Rippling emphasizes shared HR data; Remote describes employment and payroll administration. These are starting descriptions, not evidence of the effort your team will save. Ask each vendor to mark the tasks it performs and the information you must supply. Step 4: inspect support and the employee experience

Request separate escalation routes for your administrator and employee. Payroll questions, benefit queries and an employment change may involve different specialists. Ask which channels and hours apply in the employee's country, who owns an unresolved case and whether a response target is contractual. A general support promise is not proof of resolution speed.

Demonstrate the employee's onboarding instructions, document access, expenses and leave process. The benefit of reducing your administration should not depend on the employee repeatedly explaining the same issue to unrelated teams. Treat these as requirements to evaluate, not experiences we claim to have measured.

Step 5: plan for the next stage before signing

Two hires this year could become a local team later. Ask how an employee would transfer to your own entity or another arrangement, what information can be exported and who coordinates final and first payrolls. Rippling describes an EOR-to-entity transition path; that does not establish a universal free transfer or a guaranteed timeline. Obtain the country-specific process. Rippling EOR transition.

Compare the least disruptive option as well: an extension of your existing provider may beat a migration when both meet the requirements. Conversely, a slightly lower monthly charge may be poor value if implementation absorbs the only administrator's available time.

Match the shortlist to your situation

  • First employee abroad: prioritize confirmed eligibility, first-payroll dates, employee support and the complete cash requirement. Keep the initial proposal narrow enough to understand.
  • Mixed employees and contractors: compare the administration of each arrangement separately, then evaluate whether one platform makes the combined workflow simpler.
  • HR replacement alongside international hiring: give Rippling's connected-workflow proposal a detailed review, including migration and permissions. Compare its full bundle against keeping your existing HR software.
  • Already operating a local employing entity: request payroll proposals before assuming a new EOR is necessary. The correct service model can matter more than a negotiated discount.

Questions to settle before the final decision

Should we pick the provider with the most countries?

Only if those additional countries are relevant and the required service is actually available there. For a two-country plan, the depth and responsiveness of those two operating arrangements matter more than an unrelated global count.

Can we use the annual headline to forecast monthly cash?

Not by itself. Check invoice timing, payroll funding, deposits and the agreement's commitment. A monthly equivalent explains the service rate; it does not establish the date every payment is due.

Is there a free EOR trial?

No free production EOR plan was established for these three providers in the sources reviewed. A demonstration helps evaluate administration; it is not a temporary employment arrangement without funding obligations.

What should we do if the quotes are impossible to compare?

Return one shared schedule of country, worker, salary, benefits, start date, service scope and desired term. Ask every provider to itemize the same recurring, one-off and refundable amounts. Leave unresolved figures marked unknown.

Turn the shortlist into proposals
