Marketing platform comparison
HighLevel vs ActiveCampaign (2026): pricing, features and which to choose
One choice centers on running the customer workflow; the other centers on developing a relationship through targeted campaigns.
Quick verdict
Our assessment: shortlist HighLevel for a service business connecting enquiries, bookings, pipelines and follow-up, or an agency managing separate client workspaces. Choose ActiveCampaign when email journeys, segmentation and an existing commerce or CRM stack are the main requirements. HighLevel's broad subscription can simplify purchasing, but traffic and optional services still cost extra; ActiveCampaign's smaller entry price can rise with contacts and feature requirements. If the actual problem is sales pipeline management or Instagram conversations, evaluate a focused CRM or messaging product first.
This is public-source research checked on 31 October 2026, not hands-on testing. Prices are in USD, excluding tax and separately billed services. Our recommendations are assessments of the documented fit, not measured performance results.

Pricing: workspaces versus contacts
HighLevel charges for the platform and permitted subaccounts, which are separate business workspaces. ActiveCampaign's figures below are its contact-based email plans at the 1,000-contact starting band. An annual monthly equivalent requires paying for a year; it is not the monthly cancellation price.
| Plan | Monthly billing | Annual commitment | Main included limit |
|---|---|---|---|
| HighLevel Starter | $97 | $970/year, about $80.83/month | Three subaccounts; unlimited users/contacts |
| HighLevel Unlimited | $297 | $2,970/year, $247.50/month | Unlimited subaccounts; basic API |
| HighLevel Founder | $497 | $4,970/year, about $414.17/month | Reselling tools and markup rebilling |
| HighLevel Enterprise | Quote | Quote | Custom requirements |
| ActiveCampaign Starter | $19 | $180/year, $15/month | 1,000 contacts; one seat; 10,000 emails/month |

HighLevel: unlimited contacts do not mean free communication
Its billing guide lists LC Email usage at $0.675 per 1,000 emails. Phone numbers, calls and texts are separate, with rates varying by country and service. Wallet-funded services can trigger automatic card top-ups. Premium workflow actions and email validation have their own charges, so count the actions a proposed workflow actually runs.
For illustration, Starter plus 10,000 billable LC emails would be $103.75 for a month: $97 plus $6.75. That arithmetic excludes phone activity, taxes, validation, premium actions and other extras; it is not an invoice estimate. AI Employee Growth is $50 per enabled location monthly, while Unlimited is $97 and remains subject to fair use. WhatsApp integration adds $10 per enabled subaccount plus usage. Usage and add-on schedule.
ActiveCampaign: count the database and the required tier
Accounts created from 3 November 2025 count all contacts toward their limit, regardless of list status; older accounts use different counting rules. Starter stops at 25,000 contacts. Without a sufficient limit, scheduled campaigns can fail to send and automation email steps can be skipped. Decide whether to enable automatic upgrades and monitor the resulting budget. Contact-limit rules.
Starter permits five actions per automation. Plus removes that action ceiling and adds landing pages, while Pro adds capabilities such as automation testing and predictive sending. Pipelines and Sales Engagement are separate CRM add-ons for eligible Plus, Pro and Enterprise accounts; do not interpret contact records as a fully included sales CRM. SMS, WhatsApp and transactional email also need their own configuration and pricing. Additional seats and implementation services can further change the quote. Plan and add-on documentation.
Features that affect the working day
| Requirement | HighLevel | ActiveCampaign |
|---|---|---|
| Appointment scheduling | Native calendars and appointment workflows | Evaluate a connected scheduling tool |
| Sales pipeline | CRM and pipelines in core platform | Enhanced CRM add-ons on Plus or above |
| Websites and funnels | Core site and funnel builders | Landing pages from Plus; retain a full website separately |
| Email automation | Workflows with separately metered email usage | Starter five actions; higher tiers remove that limit |
| Email personalization | Evaluate required workflow conditions | Conditional content and predictive sending on Pro |
| Automation experiments | Demonstrate the required branch/report setup | Automation A/B testing on Pro/Enterprise |
| Phone-led follow-up | Native calling and SMS, charged by usage | SMS add-on; assess separate calling integration |
| Client separation | Three subaccounts on Starter; unlimited above | Quoted account arrangement must match client access needs |
| Software reselling | Founder includes SaaS configurator; eligibility and setup matter | Do not assume email subscription permits comparable resale |
| Commerce connections | Payment connections and native invoicing | Shopify, WooCommerce and Square on entry plan |
| Higher-tier governance | Evaluate permissions per client workspace | Enterprise SSO, custom reporting and dedicated account team |

Where each approach is stronger
HighLevel: connect the enquiry to an appointment
Its booking workflow can select a calendar, respect availability and branch on booking success or failure. That creates a useful evaluation scenario: a customer asks for an appointment, an available slot is selected, and a failed booking becomes a staff task. Recurring-enabled calendars are excluded from this specific action. A broad feature list should therefore lead to a demonstration of the actual booking type. Book Appointment action.
Our assessment is that workspace separation becomes more valuable as an agency adds distinct clients. However, the agency still needs ownership rules, permissions, support procedures and a migration agreement. Buying a reseller tier does not supply customers, an operating team or a profit margin.
ActiveCampaign: maintain journeys across an existing stack
Its documented progression from basic automations to connected workflows, testing and advanced segmentation suits a marketing team with increasingly specific audience rules. Our assessment is strongest when the team already has a satisfactory website, store or CRM and wants to improve the campaign layer. The trade-off is managing integrations and choosing a tier around the real workflow rather than the entry price. Capability progression.
Four buying scenarios
- Three-person US appointment business: evaluate HighLevel Starter with local number, SMS and calendar requirements. Compare the full communication bill before replacing existing booking tools.
- European online shop with one marketer: shortlist ActiveCampaign around the shop integration, required automation actions and contact count. Include consent fields and unsubscribe handling in the demonstration.
- Agency supporting six unrelated clients: HighLevel Unlimited removes Starter's three-workspace ceiling. Founder is worth evaluating only if its reselling functions solve a defined business requirement.
- Small newsletter with simple follow-up: neither platform's broader capabilities may be necessary. Compare focused email tools before paying for automation or operational features nobody will maintain.
Alternatives to consider
- Sender and Moosend for a narrower email publishing and automation requirement.
- Zoho CRM, Salesflare and Close when the main decision concerns opportunity ownership and sales follow-up.
Buyer questions
Is HighLevel less expensive for a growing list?
Its unlimited contact storage changes the comparison, but communication is metered. Compare the same contact population, monthly send volume, channels and necessary add-ons; list size alone cannot establish the cheaper invoice.
Does ActiveCampaign Starter include everything needed for sales?
No. A contact database is different from the paid pipeline and sales-engagement capabilities. Budget the eligible base tier and required CRM add-on, or connect a CRM already in use.
Should an agency start on Founder?
Only when it needs the documented reselling features. First establish how many client workspaces are needed, who administers them and which services will actually be rebilled. A higher tier is not a business model by itself.
Can either trial prove email deliverability?
A short trial can evaluate setup and workflow behavior. It cannot establish future inbox placement for every recipient. Domain configuration, recipient expectations, list quality and ongoing sending practice also need attention.
What should we demonstrate before committing annually?
Build one realistic journey from enquiry to next action. Include a duplicate contact, an unsubscribe, an unavailable appointment or failed integration, and a staff handoff. Inspect the resulting records and identify every billable step before signing.
